IX, sec. 17(c), of the Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Menard declared a conflict of interest. The Speaker stated that the House would recess until 7:30 p.m. And so, the House recessed at 5:46 p.m. HB 370 The Speaker placed a call of the House. Representative Phillips moved the appropriations in Sec. 6(c), Sec. 22(b), Sec. 38 and Sec. 40 (page 13, line 14) under Art. IX, section 17(c) of the Constitution of the State of Alaska from the constitutional budget reserve fund. The question being: "Shall the House adopt Sec. 6(c), Sec. 22(b), Sec. 38 and Sec. 40 (page 13, line 14)?" Representative Phillips moved the effective date clause. The question being: "Shall the effective date clause be adopted?"
